Minimum bid 10.00$??? Are you kidding??

It has begun today in the morning. First it was just several keywords but by now practically all of my keywords (even those with really great CTR) are deactivated. The minimum bid for them now is 10$. WTF?
Is there a bug in Google quality score or what? And what to do now...
UPD I read about this everything I have found. Google AdWords by themself explain this as desire to cope with law quality ads. But so then if you pay those 10 bucks you can show your ad of any quality? Is it fair to internet marketers who can not afford to pay such a great money?
Google is just killing small and middle businesses...

...I just looked at my PPC accounts and whoa!!!! They're being quite ruthless about what's on and off topic.
This is a really big bug, though my inclination is to wait it out for a few days and see if they "fix" it...as I think they must know something is wrong to instantaneously deactivate so many keywords.

Everything looks normal to me at the moment. It must have been a bug.
